Malolos, Bulacan — Former Bulacan Governor Josefina “Josie” Dela Cruz was sworn in by Governor Daniel R. Fernando as the new Commissioner of the Bulacan Provincial Women’s Commission (PKKB).
In her new role, Dela Cruz is expected to lead the women’s sector in the province and promote effective programs aimed at strengthening their ranks. Her leadership is seen as an important step toward advancing women’s empowerment and inspiring others through her determination and vision in building a stronger foundation for women’s organizations in Bulacan.
Dela Cruz is the first lady governor of Bulacan and the first female Postmaster General from the province. She is also considered one of the most decorated local chief executives in the country. Through her academic background and practical leadership style, she helped make Bulacan one of the most admired provinces both locally and internationally. Governor Josefina Mendoza-de la Cruz, a proud Bulakenya, remains a strong example of a dynamic leader of her time.
Fondly called “Ate Josie,” she was born on February 24 and began her political career at a young age. Her 27 years in public service began when she was elected as the number one and youngest councilor of Bocaue at the age of 21. At 23, she became Vice Mayor of Bocaue. In 1988, at the age of 29, she was elected the youngest member of the Bulacan Provincial Board. She later became the first woman elected Vice Governor of Bulacan in 1992.
She assumed office as governor on February 9, 1998, and later made history as the first elected lady governor of Bulacan after winning by a landslide.
With strong faith in the Bulakenyos, she initiated major reforms in government services, introduced and strengthened a culture of bureaucratic efficiency, and prioritized customer satisfaction in public service. Her leadership also helped provide the provincial government with development tools that allowed Bulacan to keep pace with global standards.

Her unique yet effective leadership style also earned the trust of fellow leaders, leading to her election as Secretary-General of the League of Philippine Provinces and Chairman of the Central Luzon Regional Development Council for two consecutive terms from 2001 to 2007.
Respected by local and international leaders, Gov. Josie has also become a sought-after resource speaker on topics such as e-governance, cooperative development, mass participation, bureaucratic re-engineering, local governance, and improving social service delivery.
With her vast experience in public service, many believe that her appointment will further strengthen the initiatives of the Bulacan Provincial Women’s Commission during the remaining term of Governor Daniel Fernando.
